Note for Legal Reference: This document combines a Code of Conduct (behavioural commitments) with a Partner Agreement (contractual commitments). The two-in-one format keeps the document accessible to working Partners while preserving the legal force of the contract. Commercial terms (commission rates, payment schedule, exclusivity) are intentionally referenced rather than fully specified, because they will be tier-dependent and agreement-specific. 1. Welcome to the CP4U Partner Programme
You are reading this because you want to operate as a recruitment Partner on the CP4U Platform, under the Dollarize sub-brand.
The Partner Programme is the mechanism through which independent recruiters and recruitment agencies plug into CP4U's curated marketplace. As a Partner, you bring candidates, you bring clients, you build placements โ and you earn commission and tier progression in return.
This document tells you what we ask of you, what you can ask of us, and how the relationship works in detail.
It is at once a Code of Conduct (the standards you commit to live by) and a Partner Agreement (the contract that binds us). Both apply together.

3. Eligibility
To become a Partner, you must:
- Be at least 18 years old.
- Be of legal capacity in your country of residence.
- Pass our eKYC process (government ID + biometric liveness check).
- Not be under any current ban or suspension from CP4U.
- Not be subject to professional sanctions in recruitment, financial services, or related fields that would make your participation inappropriate.
- For Agency Partners: hold a current recruitment / HR-related licence where one is required by law in your jurisdiction (e.g., Private Employment Agencies Act 1981 in Malaysia for relevant categories; EA Licence under Employment Agencies Act in Singapore).
- Complete the CP4U Academy Foundation course and pass its certification with 100% on the quiz (the bar is intentionally high โ Foundation is the test of whether you've absorbed the basics).
- Sign this Code of Conduct and Partner Agreement.
- Provide payout details so we can pay you commission.
Until all these steps are complete, your Partner account remains in pre-activation status and you cannot refer candidates or post jobs.
4. Our Commitments to You
We commit to:
4.1 Fair operation
- We administer the Platform fairly. We do not discriminate against Partners on grounds of race, religion, gender, age, nationality, or disability.
- We apply curation standards consistently. A Partner-sourced job is reviewed the same way as a direct Employer job (with the Partner-credibility uplift described in our automation workflows).
- We do not unilaterally cut commission for past-earned placements.
4.2 Timely payment
- We pay commission within 14 calendar days of approval (Section 10).
- We provide a clear, auditable Commission Ledger in your dashboard, showing every accrued, approved, and paid amount.
- If we make a payment error, we correct it promptly.
4.3 Tools and support
- We provide the Platform's full Partner workspace: dashboard, referral flow, commission tracking, profile, Academy access, brand kit.
- We provide responsive support: standard response within 2 business days, priority response for Gold-and-above tiers.
- We give you access to ongoing Academy courses and resources to help you grow.
4.4 Honesty about the business
- We tell you when our policies, commission rates, or Tier criteria change โ with reasonable notice.
- We tell you when a Partner-relevant feature is launched, sunsetted, or changed.
- We do not lie to you about why a referral was rejected, why a payment was held, or why a Tier change happened.
4.5 Brand protection
- We invest in the CP4U and Dollarize brands. Your association is meant to be genuinely valuable.
- We defend the brands from misuse. Where third parties impersonate Partners, we act.
4.6 Data protection
- We process Personal Data โ including yours and that of candidates and clients you bring โ in accordance with our Privacy Policy and applicable PDPA law.
- We do not sell your contact list, your candidate pipeline, or your client portfolio to anyone.
5. Your Commitments to Us
You commit to:
5.1 Honest representation
- You represent your identity, qualifications, and experience accurately in your Partner profile.
- You represent jobs and candidates accurately on the Platform. You do not exaggerate, fabricate, or omit material information.
- When operating under the Dollarize sub-brand, you describe yourself as a Partner on CP4U Platform โ not as CP4U itself, not as the candidate's or Employer's direct representative beyond your actual role.
5.2 Compliance with law
- You operate within the law of your jurisdiction at all times.
- For Agency Partners, you maintain your recruitment/HR licence where required.
- You comply with employment law, anti-discrimination law, and data protection law when interacting with candidates and Employers.
- You do not facilitate or condone bribery, forced labour, illegal foreign-worker recruitment, or any other unlawful practice.
5.3 Use of the Platform
- You use the Platform as a Partner โ sourcing candidates, presenting them to relevant roles, posting jobs from your client base.
- You do not use the Platform to harvest data for use outside it (no scraping, no bulk-export to build a competing list, no exfiltration of candidate contact details to circumvent the Platform).
- You do not use the Platform to compete with CP4U (you are operating under CP4U's brand and tooling; you cannot use that position to build a competing platform).
5.4 No off-Platform poaching
This is one of the most important rules.
- First contact with a candidate must be on-Platform. Once a contact relationship is established via the Platform, you may continue communications via mutually agreed channels, but the initial contact attribution stays with the Platform.
- You may not use Platform data to contact candidates off-Platform to circumvent attribution or commission.
- You may not poach Employers off-Platform. If you bring an Employer to CP4U as a Client Partner, you do not then take that Employer off-Platform to a competing service.
- You may not poach other Partners' candidates or clients. Stay in your own pipeline.
Violations are treated as serious misconduct. We can suspend you immediately, claw back commission, and (where appropriate) pursue legal action for breach of contract.
5.5 No fees from candidates
You do not, under any circumstances, charge candidates fees of any kind for placement, registration, "premium" access, or training (other than Academy courses where they are clearly priced and labelled as educational, not as a placement gateway). This is non-negotiable. Candidate fees in recruitment are illegal in many jurisdictions, exploitative everywhere, and incompatible with the CP4U mission.
5.6 Quality of referrals
- You refer candidates whom you genuinely believe match the role.
- You do not refer candidates who have explicitly told you they are not interested in the role.
- You do not refer candidates without their knowledge (they must be aware they are being referred).
- You do not mass-spray candidates at jobs in the hope something sticks. We track referral-to-shortlist ratios; sustained low quality affects your tier.
5.7 Quality of jobs (Client Partners)
- You post jobs that are genuine โ the role exists, the Employer has authorised it, the compensation is real, the start date is real.
- You do not post jobs to harvest candidate CVs.
- You verify the Employer is a legitimate, registered business before submitting their job.
5.8 Communication
- You respond to candidates within 3 business days. If you cannot, you set expectations.
- You respond to Employers within 1 business day where possible.
- You respond to Admin queries (e.g., about a flagged referral) within 2 business days.
5.9 Confidentiality
- You treat candidate Personal Data as confidential. You use it only for the recruitment purpose for which it was shared.
- You treat Employer hiring information (open positions, salary ranges, internal politics, etc.) as confidential and do not share with competitors.
- You treat CP4U operational information you receive in your Partner capacity as confidential, including tier benefits, commission structures specific to you, internal pricing.
5.10 Brand usage
- You use the Dollarize sub-brand and CP4U identity only in accordance with the Brand Guide we publish.
- You do not modify the logos, distort the colour scheme, or use the brand in misleading contexts.
- You do not register domain names, social media handles, or trademarks containing CP4U or Dollarize names without our prior written permission.
5.11 Tier benefits, tier obligations
The benefits of your tier are granted in exchange for sustained performance and conduct. They are not vested rights. If you stop performing or breach this Code, your tier can move down or your account can be terminated.
5.12 Cooperation with investigations
- If we investigate a complaint that involves your activity, you cooperate โ answer questions, share relevant evidence (preserving candidate confidentiality), make yourself available for a call.
- You do not destroy evidence, intimidate witnesses, or retaliate against complainants.
6. Conflict of Interest and Anti-Poaching
6.1 Conflict of interest
You disclose actual or potential conflicts of interest to us promptly. Examples that must be disclosed:
- You are referring a candidate to an Employer where you (or a close family member) have a direct financial interest.
- You are simultaneously operating on a competing recruitment platform and the same candidate or role is in play.
- You are referring a candidate to a role at an Employer that competes with another Employer you serve, where the referral would breach a confidentiality undertaking.
Where conflict exists, we may require you to step back from a specific role, partner with another Partner, or recuse entirely. Failure to disclose is itself misconduct.
6.2 Anti-poaching among Partners
You do not actively recruit other Partners' candidates or clients. Specifically:
- If you identify on the Platform that another Partner already has a candidate in a pipeline, you do not approach the candidate directly with a competing offer for the same role.
- If you know (whether via Platform or otherwise) that another Partner brought an Employer to CP4U, you do not approach that Employer off-Platform to redirect them.
The masked candidate-name signal exists precisely so Partners can coordinate without exposing candidate identity.
6.3 Pre-existing relationships
If you have a pre-existing relationship with a candidate or Employer before joining CP4U, you may continue that relationship outside the Platform. But:
- You do not re-attribute that pre-existing relationship as a "platform success" for commission.
- If the candidate or Employer becomes Platform-visible, you must declare the pre-existing relationship in your first relevant Platform action.
7. The Dollarize Sub-Brand
7.1 Why we use a sub-brand
CP4U is the platform brand. Dollarize is the partner-facing identity. The separation lets Partners build personal recognition while operating under a coherent professional umbrella, protects the CP4U main brand from being confused with individual Partner conduct, and makes it clear to candidates and Employers that the Partner is an independent operator working through the Platform, not an employee of CP4U or Sunrise.
7.2 What you can do under Dollarize
- Use the Dollarize logo on your Platform profile, business cards (printed with our approval), email signatures.
- Use a personalised subdomain (
yourname.cp4u.work) at Gold tier and above. - Mention "Operating on CP4U Platform" or "CP4U Partner" in your professional bio.
- Use Dollarize-branded templates and resources we provide.
7.3 What you cannot do under Dollarize
- Claim to be CP4U itself or an employee of CP4U.
- Make commitments on behalf of CP4U (e.g., promising platform changes or pricing changes).
- Use the brand in ways that violate the Brand Guide.
- Continue using the brand after your Partner status ends.
7.4 Termination of brand rights
Your right to use Dollarize ends automatically when your Partner status ends, whether by you or by us. You must remove the brand from your materials within 30 days.
8. Candidate and Client Confidentiality
8.1 Candidate masking
When you submit a candidate via the Platform's referral flow, other Partners working the same role see a masked version of the candidate's name (e.g., "Tan W** S***"). This is by design to signal submission without exposing candidate identity. You may not attempt to reverse-engineer the masking to identify other Partners' candidates.
8.2 Client (Employer) names
If you are a freelance Talent Partner, Employer names may be anonymised in some views (e.g., "Client A", "Client B") to protect the Employer-Platform relationship. If you are a Client Partner, your own Employer relationships are visible to you in full.
8.3 Absolute confidentiality commitment
Sharing masked candidate names off-Platform to identify candidates is a serious breach. So is sharing anonymised client names to your network to "out" the Employer.
9. Commission
The full commission model lives in the Commission Tracker Specification & User Guide and the Tier Progression Roadmap. Headline points here:
9.1 What you earn commission on
- Talent Partners: a percentage of the placement fee for every candidate you refer who is hired and survives the guarantee period.
- Client Partners: a percentage of revenue we generate from Employers you brought in, for a defined period (typically 12 months from Employer onboarding).
- Hybrid Partners: both, on the relevant transactions.
- Agency Partners: aggregate of the firm's individual partner contributions, with internal split per your agency agreement.
9.2 Commission lifecycle
- Accrued โ earned in principle, recorded in your Commission Ledger.
- Holding period โ typically 30 days for support roles, 90 days for senior/exec roles.
- Approved โ the Holding Period passed; commission is now payable.
- Paid โ funds dispatched to your registered payout details within 14 calendar days of approval.
9.3 Commission Reversal and Clawback (Absolute Offset Right)
Commission may be reversed if the placement is rescinded within the holding period, fraud/misrepresentation is detected, or the Employer disputes the placement legitimately. In the event that commission has already been paid out and is subsequently deemed subject to reversal under this Section, CP4U reserves the absolute right to claw back such amounts. CP4U may automatically offset and deduct the reversed amount from any current or future commission balances, tokens, or payouts owed to you across any accounts on the Platform, without prior notice.
9.4 Currency and taxes
Commission is paid in the currency the Employer paid us (MYR or SGD). We may deduct withholding tax where the law requires. You are responsible for your own income tax, service tax, and other tax obligations.
9.5 Commission disputes
If you believe a commission entry is wrong, raise it within 60 days of accrual via sean@sunriserecruit.com. Disputes raised later are time-barred.
10. Suspension and Termination
10.1 Your right to leave
You may end your Partner relationship at any time with 30 days' written notice to sean@sunriserecruit.com. Payouts follow the standard wind-down policy.
10.2 Our right to end the relationship

10.3 After termination
You must stop using the Dollarize/CP4U brands within 30 days and destroy confidential materials. We will pay out matured commissions, subject to clawback grounds.
11. Non-Solicitation Post-Termination
For 12 months after your Partner status ends, you must not solicit candidates or employers whom you came to know only through the Platform, or solicit current Partners to leave CP4U. This restriction applies strictly to the geographic scope of Malaysia and Singapore.
12. Independent Contractor Status (Waiver of Statutory Rights)
You are an independent contractor, not an employee, of CP4U. You are solely responsible for your own taxes, insurance, equipment, and operating costs. You determine your own working hours, methods, and approach.
You expressly acknowledge and agree that you are not entitled to, and hereby unconditionally waive any claim for, employee benefits, statutory leave, workers' compensation, or employer contributions to any provident fund (including the Employees Provident Fund (EPF) of Malaysia or the Central Provident Fund (CPF) of Singapore). You agree to fully indemnify and hold CP4U harmless against any claims, demands, fines, penalties, or liabilities raised by any tax authority, labor department, or statutory body arising from an alleged employment relationship.

14. Dispute Resolution (Binding Arbitration)
14.1 If you have a grievance with us, you must raise it via sean@sunriserecruit.com with full details. We acknowledge within 3 business days.
14.2 We investigate and respond within 15 business days.
14.3 If you are unsatisfied with our response, the parties shall attempt to resolve the dispute through mediation under AIAC rules within thirty (30) days.
14.4 If mediation does not resolve the dispute, the dispute shall be referred to and finally resolved by binding arbitration administered by the Asian International Arbitration Centre ("AIAC") in Malaysia, in accordance with the dispute resolution procedure set out in the CP4U Terms of Service. The governing law shall be the laws of Malaysia. All proceedings and outcomes shall remain strictly confidential.
15. Acknowledgement
By signing this document โ electronically or in writing โ you confirm you have read it, understand it, and accept its restrictions as reasonable and necessary to protect CP4U's legitimate business interests.
